1 CRJU 601 Program Proposal Guidelines (revised May 2021) During the second half of the semester, students will draft a proposal that presents an evidenced-based solution to one of the problems noted in Mayor Brandon Scott’s Safety Plan for Baltimore. You may choose any of the following problems to address for your proposal: ¥ Unsupervised youth (e.g., lack of community resources for youth after-school; during summer) ¥ Opioid addiction and overdose (fatal and non-fatal) ¥ Lack of affordable housing ¥ Significant homeless population ¥ High poverty rate (e.g., low-paying jobs; part-time work; high unemployment) ¥ High volume of abandoned homes/buildings; vacant lots ¥ Open-air drug markets ¥ Gang activity; repeat violent offenders ¥ Failing schools (e.g., truancy; high drop-out rate; poor academic performance) ¥ Gun violence ¥ Significant re-entry population with limited resources/services PLEASE NOTE – Your “solution” must be UNIQUE to Baltimore City … it can not be something that is already in existence. The only way I will approve a program that is similar to something that already exists in Baltimore is if the strategy you are proposing adds a significant and unique element that enhances the original program.
2 Proposal Framework Worksheet – before a student starts to draft their proposal, he/she must first complete a “proposal worksheet,” and submit it to the instructor for approval. No subsequent assignments will be accepted until this worksheet is approved! The worksheet will include all of the following: o Identify the specific problem the student would like to address for their proposal (from above list) o Identify the specific type(s) of data that will be used as the baseline measure(s) to help illustrate the ‘scope of problem’ in Baltimore City. (In other words, what statistics will be used to show how serious this problem currently is) o Present links to specific websites/sources that can provide the data needed for baseline measure(s). o Identify a specific evidence-based solution (program) that targets the problem selected (Name of program) that student would like to pilot in Baltimore City. REMEMBER: This program must be NEW to Baltimore City! o Copy the abstract to an empirical evaluation of aforementioned evidence-based program that provides specific outcome data that shows the program is effective at reducing the problem of interest. This evaluation can be published in a journal or an annual report published by the program. Provide the complete bibliographic citation to the study and/or link where the study can be retrieved Drafting the Proposal The proposal must include each of the sections described below. Students will submit a draft of select sections to the instructor for feedback by the date specified in the syllabus. At the end of the term, students will compile all of the sections into a final, complete proposal. The final proposal is expected to be a minimum of 12 pages (double-spaced; 12 point font), and must comply with APA standards (e.g., title page, citing in-text, reference list). The organization of this proposal must follow the structure outlined below, and include sub-headings for each section (BOLDED IN CAPS below).
3 SECTIONS: (refer to syllabus for deadlines for each section) ¥ INTRODUCTION – Start your proposal with a recent case in the news (ideally, a local story) that highlights an example of the problem your proposal is going to address. Provide one specific statistic that relates to the problem in Baltimore City currently, and present an argument on how if this problem is not addressed, it will seriously reduce the quality of life for Baltimore City residents, threaten the economic vitality of the City (e.g., reduce tourism, reduce business investment, drive out residents), and/or continue to contribute to escalating crime. ¥ SCOPE OF PROBLEM – First, if appropriate, provide a definition of the problem you are addressing. For example, if focusing on truancy – how is that legally defined in Maryland? Second, provide a selection of data (e.g., statistics) that will help to illustrate the seriousness of the problem in Baltimore City, and how it compares to either the state and/or the nation. o Start by presenting the most recent data available on the problem in the city, then examine how the problem has changed over time (within the past 5-10 years) … has the nature of the problem remained relatively stable, or has it been getting worse? Then, present a side-by-side comparison of the problem in Baltimore City with either state/national data (most recent year). How much more serious of a problem is it in Baltimore than the other? Is there any data that illustrates how much money this problem is costing the taxpayers? o NOTE: You are strongly encouraged to include charts/graphs to help present the data, however you must also provide a written narrative that summarizes the statistics/patterns/trends.
4 ¥ Third, present a summary of 2 or 3 recent research studies that explains a specific factor that contributes to the problem you profiled, and why – this factor should align with the solution you are going to propose. For example, if the problem you selected is truancy, and the model program you found to pilot in Baltimore focuses on mentoring at-risk youth, you would need to present a few studies that found that when a youth is paired with a positive adult role model, they do better in school and are less likely to skip school. ¥ PROPOSED SOLUTION – (this is your ‘model’ program. NOTE: This entire section should NOT discuss what you plan on doing in Baltimore City in any way! Please include sub-headings for Background, Implementation, and Effectiveness; and write your narrative in the past tense) o Background Ð Identify a specific evidence-based program that would be a viable/realistic solution to help fix the problem you identified in your introduction and scope of problem. § First, provide a brief summary of the model programÕs history (e.g., background) É when, where, and why was the program started. (This only needs to be a few sentences) § Second, identify the programÕs goal(s) (e.g., what does it intend to achieve)? (NOTE: These can be presented as bulleted statements); o Implementation Ð Provide a detailed description of all of the model programÕs outputs. (NOTE: This information needs to come from the program itself (e.g., website, annual reports, publications from the program): § First, describe the programÕs target population (e.g., who is this program designed FOR??)- describe how potential participants are identified and screened for admission/inclusion in the
5 program (e.g., what are the eligibility criteria?); describe how they are recruited and who is responsible for the screening and recruitment; identify the capacity of the program (e.g., how many individuals the program is able to serve at a given time), if applicable; and, finally identify the length of the program, if applicable. § Second, summarize each of the activities and/or services the participants are expected to complete and/or are referred to. Who coordinates and/or provides these services? Where is this done? (NOTE: This is the meat of this section, so I expect detail Ð no lists!). You should note how each activity and/or service directly ties to one or more of the program goals. In other words, this section needs to explain HOW the program is going to achieve the desired outcomes. § Third, describe how the program tracks the progress of the participants while they are in the program (e.g., what type(s) of data do they track? how often?); and identify the specific criteria the program administrators use to identify when a participant has ÒsuccessfullyÓ completed the program, and/or should be dismissed for non-compliance (if applicable). o Effectiveness Ð First, recap the specific goals and outcomes the model program is supposed to achieve (look at what you wrote in Òhistory/backgroundÓ section). § Second, present a summary of the evaluation study that found demonstrable evidence of the programÕs effectiveness. Structure your summary similar to the annotation template from the Write & Wrong workbook we used earlier in the semester. This evaluation can come from an annual report published by the program, or a third-party who published the results in an
6 academic journal. The information you must include in your summary is what was laid out in the annotation template. NOTE: This summary must include specific outcome data (statistics) that directly applies to one or more of the programÕs desired outcomes noted at beginning of this section. ¥ PILOT FOR BALTIMORE CITY Ð the final part to the proposal must present a set of specific recommendations you would give the Mayor on how Baltimore City could pilot (e.g., test on a small sample) the model program you presented in the first half of this proposal. NOTE: Use future tense when presenting the narrative of this section of your proposal. This last section must include ALL of the following (NOTE: the logic model and stakeholders table should be presented as appendices). o First, create a Logic Model for your program, using the template provided in class (NOTE: You may use bulleted statements in the table). Attach this as an appendix to your proposal o Second, create the Stakeholders Table, using the template provided in class. Be sure the table that identifies each of the ÒstakeholdersÓ (e.g., persons/groups) that would be needed to assist in the design, recruitment, implementation, monitoring, and funding of the program. (NOTE: There may be more than one person/group listed under each of the aforementioned categories). Attach this as an appendix to your proposal o Third, present a written narrative that explains your pilot program. Start by identifying the specific target population you will use to pilot this initiative É this could
7 be a specific neighborhood, set of schools, particular age-group, specific offender population, etc É how would participants be identified/screened (eligibility criteria) and recruited? Who would be responsible for that? What is the proposed length of time needed for the pilot. o Next, describe briefly what you presented in the logic model; explicitly identify and explain what changes you would make to the original model program (e.g., what new elements you would add, modify, or eliminate altogether), and why you would recommend making those changes. o Next, explain your selection of stakeholdersÐ highlight the roles and responsibilities each will have. o Fourth, present an evaluation plan. Describe how you would monitor and track the effectiveness of the pilot program Ð be sure to note what data you would track while participants are enrolled in the program (short-term outcome), what data you would collect in the 12-18 months after the program (medium-term outcome), and what trend data you would collect 2-5 years after the program (long-term outcome). What would you use as a comparison group to measure the programÕs effectiveness? o Finally, identify the specific benchmarks you would want to see for both short and medium term outcomes noted previously to support the recommendation that this program should be scaled up/expanded (e.g., serve a larger population/geographic footprint) ¥ CONCLUSION – justify why you believe the strategy you presented is the best solution to help reduce the specific problem your proposal focuses on, and how it will ultimately help to improve the quality of life for Baltimore City residents and/or help Baltimore City grow economically.
