    support their strategy. This study focuses on Management Control
    Measures (MCM) as one dimension of the companies’ total MCS and on
    the companies’ business strategy.

    Purpose
    The purpose was to investigate whether companies’ choose MCM that support the companies’ employed business strategy. Since measuring strategy and MCM at one point of time may result in that some companies may be in an adaptation phase of either strategy or MCS, where the MCS or MCM doesn’t support the business strategy. We were therefore also interested in investigating if the lack of adaptation between the companies’ MCM and their business strategy could be explained by changes in business strategy and/or MCM over the past two to three years.

    1 The Singapore government plans to grant a license for a new flight training school to be built and operated in northern Singapore. It will be built on a public-private partnership (PPP) model. Since it is a PPP model development, the government has indicated it will also station a fleet of light aircraft that may be used for visits by key government officials/ VIPs.

    2 The project team has developed a Master plan showing the site layout for the new development. It is attached as an
    appendix to Annex A.

    3 A 2.8m high welded mesh fence will demarcate the site’s perimeter. The Security Control room is planned to be placed next to this main entrance. There will be a Training Centre Building within the site where lessons will be conducted, a runway, an aircraft parking area, and a general engineering maintenance building. A Control Tower is planned to be located outside the site (in the adjacent area, similar to our Changi Airport). The current design is based on other regional flight training schools the project team has built.

    4 A VIPs complex has been allocated for VIPs/ visiting dignitaries to use this facility for visits to neighboring countries. The VIP complex is planned to have large glass windows facing the sea. A 2-storey block (consisting of a 2-level basement carpark and 2 levels of commercial/retail floors) is also planned to use glasses extensively. A canal separates the 2-storey block and the Training Centre proper and runs underneath the runway. A stormwater drain cuts through the boundary of the site perimeter and similarly runs underneath the runway.
