page). Follow the Rules on the 2nd page of this assignment.
Before we begin, there are essentially three
methods of financing healthcare through private industry: HMOs, PPOs and
CDHCs. (There are variations of these
but these encompass the fundamentals).
There are also, as we’ve discussed, two methods of government funded
healthcare: Medicare and Medicaid (which actually have elements of the
privately funded methods). We will
collapse this into 100% government funded healthcare. Of course there is also the option to be
uninsured but you will focus in this paper on the private and government
“Methods of Health Care Financing”.
To summarize, the choices are HMO, PPO, CDHC, 100%
government funded. You will select any
two of these to compare.
Use these headings – the ones that are bold and
underlined below – and more if you need them:
I.
Characteristics of [First Method of Health Care
Financing]
Briefly explain the characteristics of one method
II.
Characteristics of [Second Method of Health Care
Financing]
Briefly explain the characteristics of a second
method
III.
Comparison of [First vs. Second]
You’ll
compare the two methods you selected in terms of controlling cost, delivering
quality and providing good access to healthcare. This should be at least three paragraphs.

LENGTH: The
paper should no more than 500 words.
It should be well-organized and concise, but it should thoroughly
address the questions. It should be
typed, Arial, Calibri or TNR font, 11 – 12 and 1 ½ spaced.
SOURCING: You are
not REQUIRED to have a source for this paper but if you do quote a source, my
normal rules apply. I’m not too picky
about the format of your citation as
long as if it is from an if it is an Internet link, it must include the link
that will take me directly to the information you used at the end of the
paper, not just to the homepage of that website. For example, if you used an
article from the website, www.iii.org, you would NOT
use this as a citation, but instead, a citation such as www.iii.org/media/presentations/energy/. You
DO NOT NEED TO PROVIDE THE SOURCE for the papers provided to you in Moodle but
you do need to reference them. Here are
examples:
According to MacGuineas and Butler (2008) “Bill Gates will
qualify for subsidized benefits under Medicare, while other future retirees
will be unable to afford the program’s deductibles and co-payments.”
OR
“To
summarize, the current system includes aspects of individual equity and aspects
of social adequacy.” (American Academy of Actuaries, 2004)
Additionally,
anytime you quote more than 5 words strung together from an external source
(website, textbook, article, etc…) you MUST use quotation marks and
appropriately cite your quote. Anything
that is not quoted in this manner will be considered plagiarism and is
cheating. You should not have more than
3 quoted sentences from a single source.
STUDENT
DISHONESTY: Papers must be done individually. Any work done in collaboration is
completely unacceptable. If you do not comply, you will get a zero for the
paper. If any other instances of cheating are identified I will follow the
University’s procedures on cheating and plagiarism in the ULM Student Policy
Manual. Consequences can range from
being assigned zero points for the work to receiving a grade of “F” for the
course or being dismissed from your major.
