MEMORANDUM TO CABINET

SUBJECT: The German reoccupation of the Rhineland

INTRODUCTION

[in this section, please provide a brief description of the issue at hand and what is at stake for the United Kingdom]

[No more than two or three sentences]

In a nutshell, summarise the significance of the Rhineland issue for British national policy and national security and identify the central policy question(s) to be decided

OBJECTIVES

[in this section, please provide a brief description of your agency’s principal objectives in this matter]

[A brief paragraph should suffice]

Succinctly state your ministry/department’s interests and objectives in the current crisis. These can be general national security objectives (such as preventing war or military intervention) or more specific goals tied to your ministry’s mission (for instance, if you were to play the role of Chancellor of the Exchequer, one of your goals could be to ensure that whatever the government might decide, Britain’s financial and economic position ought to remain sound; or if you were to play the role of the Dominions Secretary, one of your goals could be to synchronise British actions with those of key dominions such as Australia, New Zealand, Canada and South Africa and tell us how easy that coordination will be, for instance ). Your objectives should guide the policy analysis and recommendations that make up the rest of your policy review. This section requires significant clarity of thought and familiarity with your role. See the “information kit” provided in Moodle. If uncertain about what to do, talk to me!!

ANALYSIS AND OPTIONS

[In this section, please outline your departmental “rationale”. “standpoint” or “view” on the Rhineland issue. Please also identify possible options to accomplish the aforementioned objectives. What kind of actions does your agency propose? What are the pros and cons of any option?]

[Discuss your departmental “view”, “standpoint” or “rationale”. Provide a paragraph-long description of each option. What does it entail? What are its key aspects?]

Take a look at the Rhineland crisis from your departmental point of view and put that view forward in some detail. Also, present and analyse possible options for British policy. From your ministerial/departmental standpoint, assess possible risks inherent in each option proposed. Also, discuss the feasibility of each option (i.e. costs, benefits, and resources needed where possible). Be sure to acknowledge the weaknesses or disadvantages of each proposed option to illuminate the trade-offs inherent in complex policy decisions. No option is likely to be perfect.

In writing your policy review, please refer to (A) your role description in section 5 of the information kit and (B) the relevant issues for consideration tailored to your specific and chosen role.

RECOMMENDATIONS AND JUSTIFICATIONS

[in this section, please provide a detailed rationale for your preferred policy option/s.]

[its length will depend significantly on the extent to which you have analysed your option in the section above. If most of your explaining has taken place in the section above, then this section needs not be very long at all]

Identify your preferred policy option(s) and provide more details about it or them. Explain your reasoning, keeping in mind that you aim to convince the Prime Minister that he or she should follow your recommendation. Addressing the weaknesses or disadvantages you identified in the Options and Analysis section can help strengthen your argument. Again, if some of these aspects have been covered in the section above, you do not need to write a long section here.

BIBLIOGRAPHY

In real life, no policy brief has a bibliography at the end. However, this is an academic assessment and we need to abide by the rules of the “academic game.”
